About Us

Civic Solutions, Inc. (CSI) was founded in 1991 by Thomas G. Merrell, AICP, initially serving a few cities in Orange County.

Today, CSI has grown to serve clients throughout California with full-time professional planners at all levels of expertise who share our passion for public agency planning and a commitment to serving in the public interest. We provide economic development, revitalizaton and urban design services through a specialized division of the firm, Downtown Solutions.
